Usage-Based Pricing

[note: this was the second half of the Locality paragraph -- redhardhat]

We need to share that expense, and share it fairly. Some practices that are going on are not wise, such as web pages that have continuing connections to refresh advertisement animations, which are congesting networks. Usage-based pricing must eventually happen, because flat-rate pricing is not fair. With flat-rate pricing, there is no incentive to stop wasting expensive bandwidth on unwise practices.

Well, people like to predict their expenses. They hate surprisingly large bills. I'm not too fond of my last two County utility bills, in fact, which average about $500 which is nearly twice the usual pain in the wallet. So I'd certainly like my own plan to be fixed-rate, whether usage-based pricing is ever on the horizon or not.

However, I think the situation with fixed-rate is pretty much a tragedy of the commons and here we go repeating history. At LA Commnet, we do have a range of prices, but one glutton in a group can make the experience miserable for the rest of the group now and then, anyway. Maybe there's a solution hidden in all those wikipedia links on the topic.
